Economic Impact

  • Driving on roads in need of repair costs West Virginia motorists $292 million a year in extra vehicle repairs and operating costs – $229 per motorist.

  • Motor vehicle crashes cost West Virginia’s citizens $1.2 billion per year, $701 for each resident, in medical costs, lost productivity, travel delay, workplace costs, insurance costs and legal costs.

  • Every year, $38 billion in goods are shipped annually from sites in West Virginia and another $37 billion in goods are shipped annually to sites in West Virginia, mostly by truck.

  • The net result of changes to the State Road Fund, in real dollars, has been a decrease of $76.7 million (13 percent) in State Road Fund revenue since FY 1994.

  • Beginning in the 1990’s, WVDOH was required to begin transferring funds out of the State Road Fund to other agencies, (i.e. PEIA, Tax Department, and Public Safety) to pay for various “highway related” activities.

    • Since fund transfers began, more than $97 million has been transferred to other agencies, of which $74 million has gone to the Department of Public Safety.

  • An average driver in West Virginia uses 853 gallons of fuel (15,786 miles @18.5 miles per gallon). This generates $269 in state fuel taxes annually (853 gallons x 31.5 cents/gallon).
